Junior High - Monica Guerrero

1. Describe the purposes for and various stages of formative evaluation of technology plan.

Research shows that formative evaluations are ongoing. During this process, data is collected and changes are made to the plan as needed. The formative evaluation is broken into three phases. (Strickland)

Phase 1 - Planning : Review objectives and goals for the overall technology project. An evaluation session will be planned with the questions that will be asked to collect the necessary data.

Phase 2 - Evaluation: The evaluator will take the data that has been gathered and present it to a committee or the district technology coordinator. Feedback from the evaluators will be gathered during this phase.

Phase 3 - Prioritizing the Results: The results of the above phases will be prioritized. What needs to be addressed immediately and what can wait will be determined.

2. Describe your instruments used in a formative evaluation.

According to the Dick and Carey model, “As an instructional designer, the emphasis on assessment is an important one as performing appropriate and well-thought out assessment helps us determine what objectives have or have not been learned by the learners and will also help in performing the formative evaluation.” (Dick, Carey & Carey) One of the instruments used in the formative evaluation will be surveys given throughout the formative evaluation period. Many observations will also be done. These observations will be done by various technology personnel and campus leaders. Technology committees and the district technology coordinator will evaluate how clear the objectives are stated and what needs to be done as soon as possible and what can wait. My district also utilizes the results of the teacher STaR charts, so these will be used during the formative evaluation.


3.  Collect data according to a formative evaluation plan for a given set of technology plan or instructor presentation.

Data will be collected from several sources to develop the technology goals and objectives for the Navasota Junior High campus. This data is mostly collected using teacher surveys and interviews with technology personnel. The technology director will play a key role in working through the formative evaluation. He will help determine if the plan is staying on target and if it meets the needs of the district.

Technology
The technology goals and objectives will all be measured through observations and teacher input via surveys. Student achievement will also be measured through the use of benchmark tests. The technology director will evaluate these methods to determine their feasibility.

Funding
The district’s grant writer will evaluate the proposed goals, objectives, and strategies for funding increases through grants. She will determine if they are realistic goals and help set up a time frame on how long it takes to write and receive the grants. The other funding goals will be evaluated by the district’s technology director who will determine how much money can be allocated for the junior high campus to improve technology.

Management
Teachers will be given surveys to determine the likelihood of them attending the proposed increase in trainings. This will provide information to know how much of an increase in training teachers can be expected to attend. The district’s technology integration specialist will also provide feedback on the proposed goals, objectives, and strategies. She will compare the proposals to the amount of training currently offered and work with the campus facilitator to set feasible goals.

  1. Do you feel that your surveys or observations will be more helpful when evaluating your program? As I look to observe, I feel that I may be a bit more harsh on my own objectives than someone on the outside might be. I also feel that people who are looking at the program from the outside might give me insight on how to make my program even better!

    1. I think the observations and surveys will be helpful. I also plan to include others helping with those, so I get different opinions.

    Dick and Carey define expert review as “Experts review a rough version of the instruction with or without the evaluator present to determine its strengths and weaknesses. They can be content experts, technical experts, designers, or instructors” (Dick and Carey). I feel you have done a great job of getting expert review. It is important to get expert review and their input.

  3. Looking at the phases, it is important to make sure technology is in place to maximize the educational content in the technology plan. I can see the planning phase is important to get the plan into action and have the major point of technology integrated into the curriculum. “However, the importance of the ability to have individuals gain today’s ever changing contemporary competences and the ability to use technology for instructional purposes has increased. These two conditions reveal the need for different approaches to be presented in a wide spectrum that span from instructional strategies to techniques and from planning to evaluation. In this regard, it can be said that in the education field, instructional processes of evaluation, which show itself through the influence of understandings that have changed within the recent years and through the contribution of technology, will facilitate the creation of desired instructional contexts.” (Şengel, 2009, p.730) When prioritizing the plan do you have a committee to do this or will it be sent to a non-partial reader to make sure your objectives are met?

      In my plan, I'm thinking of a committee to review it. One that is made up of admin, teachers, and technology personnel.
